About This Role
ECC Corporation is looking for a Resident Engineer to work on projects in eastern Connecticut, Rhode Island and central Massachusetts. This is an excellent opportunity for an experienced construction manager who enjoys working in the field. This role will serve as construction lead for state and local transportation and facilities projects.
The Resident Engineer will work in our PM/CM division and will be responsible for all areas of construction oversight including site supervision, quality assurance, contract administration, communication, documentation and resolution of issues.
Responsibilities
- Site Supervision
o Performs field engineering, inspection and construction management assignments involving the development, execution, supervision and coordination of all technical aspects of complex construction projects.
o Schedules and plans inspectors/field technicians to ensure proper coverage of the contractor’s work.
o Ensures compliance with engineering standards, building codes and safety regulations.
o Daily presence on site or at designated field office location is required. Ability to work nights, weekends and off-hours as needed to accommodate project needs.
- Quality Assurance
o Responsible for proper sampling, testing and verification of materials and workmanship for compliance with contract documents.
o Identification and documentation of non-conforming work; ensure appropriate and timely corrective actions.
- Contract Administration
o Monitor contractor progress, CPM schedules, milestones and critical path.
o Review contractor change notices and prepare/negotiate change orders in accordance with contract terms and conditions and client policies.
o Review and approval of payment applications and quantity measurements.
o Overall budget performance of the contract.
- Communication
o Serves as the primary point of contact between the client, contractors, project managers and other key stakeholders to facilitate communication.
o Prepares correspondence, reports, meeting minutes, presentations and other materials as needed.
- Documentation
o Leads a team in maintenance of accurate records including field daily reports, RFI’s, submittals, payment applications, schedules, progress reports, test reports and as-builts.
- Resolution of Issues
o Identifies potential issues early, recommends technical solutions and resolves conflicts efficiently.
- Internal responsibilities include preparation of proposals, requests for personnel authorizations, budget maintenance and resource management.
- Performs other duties as assigned.
Qualifications
- Bachelor of Science Degree in Civil Engineering, Construction Management or a related technical degree.
- Professional Engineer (PE) license or Certified Construction Manager (CCM) credential.
- A minimum of ten (10) years of progressively responsible experience in civil, highway/bridge, rail and/or facilities, including substantial field experience.
- Four (4) years of supervisory experience leading construction, engineering & inspection (CE&I) teams and administering contracts on complex construction projects.
- Valid driver’s license and ability to travel to project sites.
- Knowledge of and experience reviewing contractor’s safety plans, quality plans, document control plans and schedule packages.
- Strong understanding of construction materials and methods, contract administration and construction documentation.
- Knowledge of multiple project delivery methods is preferred.
- Experience on active railroad projects is preferred.
- Proficiency with Microsoft Office and construction management/document control platforms.
- Excellent organizational, communication and problem-solving skills.
