ECC Corporation Names Carrie Rocha Executive Vice President & Chief Development Officer

ECC Corporation is pleased to announce that Carrie Rocha, PE, CCM, has joined the firm as Executive Vice President & Chief Development Officer. In this role, Carrie will work across the organization to drive strategic growth and expand service delivery for transit, rail, transportation and facilities clients nationwide. Her primary focus will include ECC’s program management, construction management, construction inspection and project controls business lines.
Carrie brings 30 years of leadership experience spanning both public and private sectors, with deep experience in capital program delivery, strategic business development, and the execution of complex, large-scale transportation infrastructure programs. Most recently, she served as Chief Capital Officer at the Metropolitan Atlanta Rapid Transit Authority (MARTA), where she led the Division of Capital Programs, Expansion & Innovation (CPEI) to deliver a $10B program or projects to expand transit lines and improve reliability and safety through the State of Good Repair Program.

Throughout her career, Carrie has played key roles in the execution of major infrastructure programs across Massachusetts, Connecticut, and Georgia, including MassDOT’s Central Artery/Tunnel Project (the “Big Dig”); CTDOT’s CTfastrak New Britain–Hartford Bus Rapid Transit Program; CTDOT’s New Haven–Hartford–Springfield High-Speed Rail Program; CTDOT’s replacement of the Walk Bridge over the Norwalk River; CTDOT’s I-84/Route 8 Interchange (“Mixmaster”) Replacement Program; and GDOT’s Major Mobility Investment Program.
A registered professional engineer and certified construction manager, Carrie holds a Bachelor of Science in Civil Engineering from Worcester Polytechnic Institute. She is actively involved in several industry associations including CMAA, ACEC, WTS and APTA.
